4501 TGP Updates
Established in 2014 by the Institute for Health Management (IHM), Ministry of
Health Malaysia, the Talent Grooming Programme for Technical Healthcare
Professionals (TGP) is a flagship initiative for the development of leadership
capacity among the Ministry’s technical professionals.
TGP was established to complement technical expertise with the broader
capabilities required for leadership within the health system. TGP adopts a
progressive, longitudinal approach that combines structured learning,
mentorship and strategic exposure. Its curriculum encompasses five principal
domains: Leadership, Organisational Governance, Interpersonal Skills,
Professional Values and Personal Values.
In December 2021, the restructuring of TGP was endorsed by the then
Director-General of Health, Tan Sri Dato’ Seri Dr. Noor Hisham bin Abdullah.
This led to the introduction of TGP 2.0, with a strengthened development
framework designed to meet the evolving leadership needs of the Ministry
and the wider health system.
Under this framework, Cohort 15, comprising 17 Talents from six Ministry of
Health technical programmes, commenced its leadership development
journey in February 2025.
12025: Establishing The Foundation
During its first year, Cohort 15 completed five structured modules addressing
essential dimensions of leadership:

Corporate Grooming and Inspirational Presentation Skills, 15-16 July
2025
Financial and Integrity-Based Leadership, 8-9 September 2025
Developing Risk Assessment and Risk Treatment Plan, 14-15 October
2025
The modules established a broad foundation in negotiation, people
leadership, professional communication, integrity-based governance and
organisational risk management. Collectively, they strengthened the Talents’
ability to engage effectively, exercise responsible judgement and respond to
organisational demands with greater confidence.
2Cohort 15 continued its development in 2026, alongside the newly inducted
Cohort 16. Five further modules were incorporated into the year’s training
programme:

Human Resource for Non-Human Resource, 7-8 July 2026
Creative Thinking for Effective Problem-Solving and Decision-Making,
8-9 September 2026
Change Leadership, 6-7 October 2026
The 2026 curriculum extends the cohort’s development into self-awareness,
interpersonal effectiveness, delegation, human resource management,
decision-making and organisational change. The participation of Cohorts 15
and 16 also provides a shared learning environment for the exchange of
perspectives across disciplines, institutions and levels of responsibility.
3As part of the programme’s established leadership development activities,
Cohort 15 was entrusted with organising the annual TGP Inspirational
Leadership Podium. The 2026 edition, featured throughout this booklet,
continued the tradition of engaging distinguished leaders and drawing
insights from leadership experience within and beyond the health sector.

The TGP Journey Continues
By October 2026, Cohort 15 is expected to have completed ten structured
training modules across two years. Throughout this journey, the TGP
Secretariat provides the direction and continuity that connect successive
cohorts, uphold the programme’s standards and keep its development
aligned with the leadership needs of the Ministry of Health.
This sustained cycle of learning, reflection and responsibility allows TGP to
extend beyond any single cohort, module or event. Its legacy is carried
forward through the leaders it develops and the health system they continue
to serve.
4Speaker’s
Profile
Tan Sri Syed Zainal Abidin is one of Malaysia’s most accomplished corporate
leaders, with a career spanning nearly four decades across the energy,
automotive, banking, technology, digital trade and higher education sectors.
Trained as a civil engineer, he has led major national organisations through
periods of growth, transformation and strategic renewal. He currently serves
as the Non-Independent Non-Executive Chairman of Dagang NeXchange
Berhad (DNeX), having previously held the positions of Group Managing
Director and Executive Chairman within the Group. His progression from
engineering and operational management to the stewardship of complex,
multi-sector organisations reflects a leadership career distinguished by
adaptability, strategic discipline and the ability to navigate change.

5Tan Sri Syed Zainal Abidin holds a Bachelor of Science in Civil Engineering
from the University of Maryland, United States of America. He began his
career in 1987 as a Project Engineer with PETRONAS Gas Sdn. Bhd.
In 1992, he joined PETRONAS as a Senior Executive in Corporate Planning
and International Business Development, gaining a strong foundation in
engineering, operations and strategic planning.
Early Career and Engineering Foundation
Automotive Leadership and Industry Experience
In 1995, Tan Sri Syed Zainal Abidin joined HICOM Holdings Berhad, where
he held several senior positions before moving to PERODUA in 1999 as
Senior General Manager. He was appointed Executive Director of
PERODUA Auto Corporation Sdn. Bhd. in 2002 and subsequently
promoted to Deputy Managing Director of PERODUA in October 2005.
He later served as Group Managing Director of Proton Holdings Berhad,
assuming responsibility for one of Malaysia’s most prominent national
automotive institutions. His career in the automotive sector placed him at
the centre of a rapidly evolving industry, where he gained extensive
experience in corporate transformation, operational performance and the
management of complex stakeholder expectations.
